Zero?

Once again zero percent allowable growth is causing undue hardship on school districts.

In the Marshalltown Community School District

Teachers to receive 3 percent salary raise

Over in the People's Republic

Union, district agree on 3% compensation increase

I'm willing to wager that, in the private sector, if the CEO forecast a company's budget was growing zero percent, there would be no compensation increase and the scientific community is united in that fact.

In Marshalltown they're getting a $500 bonus.

The Iowa City district is facing a budget shortfall of between $4.3 million and $6.8 million.
