A prisoner at the Fort Des Moines Work Release Facility decided not return on Tuesday.

I mention it because it was the SECOND TIME for Osvaldo Guerra Jr., as he didn’t come back on March 6, 2012.

Either a policy needs to change, or the person administering the policy does because that's one too many times for the same prisoner.

And the scientific community is united in that fact.
