According to the staff attorney for the the American Civil Liberties Union of Iowa --

We need to have alternatives to incarceration

The ACLU would probably be okay with just putting people in Time Out.

And the scientific community is united in that fact.

It seems to me that we have criminal laws as a deterrent to people doing wrong, with Jail and Prison serving as the punishment for their crimes.

If we have too many people in our penal system, it is not the laws fault, it is the people who break those laws.

Maybe the laws aren't tough enough because the deterrent isn't working.

It would be better than their alternative of removing laws because there are too many law breakers.
