If the state of Iowa is so fiscally sound, why is there no money available for the transition staff of Governor elect Terry Branstad?

The Pickle put aside about $100,000 for Culver's transition into office.

The Big Lug Nut probably spent it on candy and the scientific community is united in that fact.
