This whole Central Iowa Employment & Training Consortium debacle just gets seedier & seedier. As I mentioned earlier, CIETC April 16 post, Ramona Cunningham has been called Iowa's highest paid hooker. She was involved with Board Chairman & Des Moines City Councilman Archie Brooks, who had two relatives on the payroll. CommieTommie Harkin said he'd never met her(yet he's shown posing with her for a picture), had their learning center named after him and more importantly earmarked over $2 million dollars for CIETC. That was above what the U.S. Department of Labor had budgeted. Polk County Supervisor & CIETC Board Member John Mauro had a relative on the CIETC payroll. Cunningham's daughter was on the CIETC payroll. Dan Albritton, CIETC Board Member & President of South Central Federation of Labor, bought a boat with Cunningham and he's also received CIETC money for consulting work. Then of course there's the interaction between Iowa Work Force Development and CIETC. IWD Deputy Director Jane Barto and Cunningham are alleged friends and Barto did make several attempts to quash local & federal investigations into CIETC. Former IWD Director Cynthia Eisenhauer is currently Governor Tom Vilsack's(The pickle?) Chief of Staff and she was contacted several times about CIETC problems prior to the media's awareness. Eisenhauer's interim replacement at IWD was Deb Dessert, who is married to one of the former CIETC executives, John Bargman, and received CIETC money for consulting work. Dessert currently works for the Iowa State Auditor's office. WHEW!! I'm sure that's only a small portion of the iceberg. Speaking of icebergs, What is the difference between CIETC and the Titanic? The Titanic had a dance band! I knew something was about to break again because The Pickle was interviewed by WHO/TV13's John Bachman, for a Sunday morning program. WHO/TV13 aired a snippet last night and the Pickle (pictured as Winnie the Pooh) is trying to shift blame to the Republican Auditor's office and Dessert. I don't think that will work too well because the Pickle's office received a report, asked for by the Pickle, from the Iowa Department of Administrative Services. That report was received a few weeks ago, but is being kept secret by the Pickle's office, primarily his Chief of Staff Cynthia Eisenhauer. It's no mere coincidence that the Dummycrats in the Legislature are complaining about the time & money the Legislative oversight committee has been spending on this. Now the Pickle is trying to shift the blame and keep reports secret. After all the Pickle wants to be President.

Dig a little deeper in the well boys

Another Dummycrat was indicted in the long going Central Iowa Employment and Training (CIETC) fiasco.

Victor Scaglione is alleged to have lied to a grand jury about drinking and gambling by CIETC employees while on the clock, usually Friday afternoons at Prairie Meadows.

Scaglione received nearly $30,000 in bonuses from his employer.

With all the insidious episodes of incest you'd think we were in Arkansas.

Scaglione used to work in Michael Mauro's Polk County Election office.

Mauro is now Iowa Secretary of State.

Mauro's son Steve worked for CIETC and also received bonuses.

Ramona Cunningham, former CIETC Head Skank and pictured with CommieTommie Harkin who said he never met Cunningham, contributed $300 to Michael Mauro's campaign for Secretary of State.

Cunningham's daughter, Ruth Shepard, was employed in Michael Mauro's Polk County Election Office.

Mauro's brother John was on the Board of Director's for CIETC.

I feel dirty, yet ripping off the taxpayer is standard operating procedure for the Dummycrats and the scientific community is united in that fact.

I saw on TV that CIETC wants Scaglione to come back to work.

I guess that makes sense, today is Friday.

Ako is not A-OK

This is Ako Abdul-Samad. He is the Founder/Ceo of Creative Visions.

According to Creative Visions' web site....

The purpose and mission of the agency is to engage youth and young adults in creating a safer community for the purpose of attracting quality jobs and encouraging entrepreneurial activity in the greater Des Moines community.

The web site says the doors opened October 1, 1996 and in that time they have helped anywhere from 1,200 to a "staggering 2,000 plus individuals" and "placed 413 in legitimate jobs".

Samad has been able to parlay that into a seat on the Des Moines School Board and in June won the Dummycrat primary to replace Ed Fallon as State Representative. Samad also served as a board member at Central Iowa Employment and Training Consortium (CIETC). He never saw it as a conflict of interest that CIETC gave taxpayer funds to Creative Visions. Samad resigned after the publicity of the payout of excessive executive salaries and bonuses.

Now the Ragister is reporting that CIETC shortchanged Creative Visions nearly $180,000 in funds.....

Abdul-Samad said Monday that he had no idea Creative Visions received such a small portion of the CIETC funding meant for his own agency's job-placement program.

"I'm not going to lie to you," Abdul-Samad said. "I wish I had monitored things better. I wish I knew about that process, but I didn't. That money could have been used. We have a good program."

A GOOD PROGRAM? Maybe, Maybe NOT!

• Creative Visions was supposed to partner with five colleges that would then evaluate the program's effectiveness. State officials found no evidence of such a partnership. Abdul-Samad said Monday the partnership exists, although no program evaluation was ever conducted.

"And I didn't know that," he said. "The buck stops with me."

• The Creative Visions program was supposed to assist 50 people with jobs during the year, and it had a goal of securing employment for four people per month. State officials found that 31 people were assisted, and there were insufficient records to determine how many people landed jobs.

• Not all of the money set aside for client clothing allowances was spent by Creative Visions or returned to CIETC. One client was unable to use her $250 clothing allowance because a severe mental illness prohibited her employment. Another was in jail and unable to shop for clothes. Abdul-Samad said that Creative Visions held those clients' clothing allowances in case the clients' circumstances changed and they could make use of the money.

• Creative Visions didn't keep current case notes in some clients' files. State officials reviewed eight case files that were opened between September 2005 and January 2006. In four instances, no case notes were generated until April of this year. Abdul-Samad attributed that problem to inadequate record keeping by CIETC.

Voters in Des Moines House district 66 will be asleep at the switch this fall and put Samad in the StateHouse, where he'll be allowed to further personally profit at the public trough. He'll also have input and oversight of the state budget.

It is long past the time that public and private institutions in this state quit funding "programs"whether Creative Visions or Rock in Prevention because of who runs them! These "do-gooders" merely dole out the dough and have no expectation of accountability on the receiving end of how and where the money went. It's pathetic when it's done with private money and it should be illegal when done with public funds.

Dummycrat Polk County Auditor/Commissioner of Elections Michael Mauro was really reaching when he chose the Editorial Board of the Ragister to defend his reputation from his Republican opponent for Secretary of State, Mary Ann Hanusa.

Here's what Hanusa said..."I have a record of public service. ... My record of public service is marked by honesty, integrity and credibility. Yes, Mr. Mauro has experience as Polk County auditor, but I also think his experience has been marred by a series of investigations and ethical questions, which should trouble any Iowans, especially for someone who is trying to secure the top position for shepherding Iowa's elections."

Ms. Hanusa was referring to a 1998 investigation the U.S. Attorneys Office opened regarding voter fraud in Michael's brother John's primary defeat of Gene Phillips. Phillips then ran as an Independent and defeated the incumbent, John Mauro, in the general election for County Supervisor.

Michael Mauro's rebuttal to Hanusa was..."While I was running what The Des Moines Register Editorial Board referred to as a 'pristine office,' my opponent was working for an administration mired in scandals."

HA! There's the CHUCKLE! The Ragister likes me. They really, really like me! Find me a Dummycrat they don't love.

Mauro, pictured small because he comes across as small & petty, mentioned that everyone involved in the voting fraud investigation was cleared in the probe.

Just because a Grand Jury declined to indict anyone doesn't mean you were cleared, or you're innocent O.J.!

Oh, The administration mired in scandals? Ms. Hanusa was Director of President Bush's personal correspondence and resigned to run against Mauro.

Still not sure what "scandals" he's citing, but if anyone knows scandalous behavior it's Mauro....

That's a guy I want running elections in Iowa! Tom Vilsack and the Dummycrats do.

They have three political action committees, one of which is Vilsack's Heartland Pac, spotlighting secretary of state candidates in Colorado, Iowa, Michigan, Minnesota, Nevada and Ohio.

Secretaries of State control most voting regulations and influence state purchases of voting machines and the Dummycrats want the White House in 2008.

Ho, Ho, Ho!

Ramona Cunningham of CIETC fame had her lawyers try to toss the charges against.

Cunningham's people allege a grand juror has a bias and discussed the case with others, saying Cunningham "had slept with everyone to get her position as executive director."

In April and June 2006, I mentioned Cunningham had been called...

And the scientific community is united in that fact.

In some bad news for Cunningham, the judge said the jurors opinions could have been formed after listening to evidence.

La Macchina

These two small men are the Mauro brothers, John and Mike.

John is a Polk County Supervisor and is seeking re-election. He served on the CIETC board that allowed taxpayers money to be used for extravagant salaries and bonuses.

Mike is the Polk County Auditor and in that capacity he oversees county elections. Mike Mauro is also seeking to be the next Iowa Secretary of State, in that capacity he would oversee state elections. (See Sunday 8/20 post, Consider the Source).

They and their South Side ilk have been a machine like fixture in politics for years. The South Side also gave us CIETC Board Chair Archie Brooks.

The Mauro's have a love/hate relationship with the term "Machine".

Michael says, "There is no political machine. If that were the case, we'd win every election."

John was featured in a US News & World Report article about how he delivered "La Macchina's" support to John Kerry in the 2004 Iowa Caucus. The article also mentions the absentee ballot support they've ginned up for CommieTommie Harkin and "The Pickle" (Tom Vilsack).

People think John recently denied the machine.

However, he only denied the term, La Macchina, and said he didn't write the US News article.

WHO TV/13 recently aired a report from John Mauro's 2002 campaign win over Gene Phillips and John said to his supporters, on camera, the machine isn't dead.

While not totally accurate this quote from Billy Martin suffices, "One's a born liar, the other's convicted".

Billy was talking about Reggie Jackson and George Steinbrenner, but it's CLOSE!

Oh, Archie!

Can't you just hear those words coming out of Edith's mouth?

Archie Brooks (first smiling doof) has resigned his Des Moines City Council seat. In his mind he did it because it ceased being fun, CIETC had become a "divisive distraction" and he saved his reputation.

In reality Brooks was pressured out by fellow Dummycrats John Sarcone, Polk County Attorney (second smiling doof), and Tom Miller, Iowa Attorney General (is that a smile on the doofus?).

This is an ongoing fiasco for the Dummycrat Party of Iowa and they need to try and bury some bodies before November. It's already cost these "progressive thinkers" the ability to increase the sales tax in Dallas, Polk and Warren Counties.

I caught an interview with Sarcone on WHO TV/13 and he mumbled something about it taking awhile to force Brooks out because he didn't want to undue an election.

That kind of thinking boggles my brain!?! The elections stands and nothing changes it for all times sake.

I first heard something similar when Clinton was facing impeachment. He kept saying the Republicans were trying to overturn the 1996 election.

The only time an election could ever be undone or overturned, would be for fraud in that election. Then the results would be set aside in favor of a new election.

What is in place are processes to remove individuals from office for their actions! Like Clinton's perjury and Brooks' maladministration, but that comes after an election and again doesn't change the election.

As far as this CIETC fiasco goes, one down and at least three more to go!

What a revolting development this should be

The Dummycrats that run the Polk County Board of Supervisors have cost the taxpayers an extra $382,600!



All because they couldn't wait one day to take their own pay increase!

Facing budget problems in March 2003, Supervisors asked union workers to give up two promised raises and agreed they would reinstate the raises if county leaders received one. These geniuses reaffirmed their agreement, in writing, in February 2004.

However on June 30, 2005, the last day of the 2004-2005 budget year, The Dummycrat Supervisors reneged on the agreement and voted themselves and their Dummycrat cronies a 5.5% pay increase. They also voted themselves a 2.5 to 3% raise effective the next day, July 1, 2005!

Naturally the union protested and an arbritrator sided with the union, requiring the county to shell out the $382,600 in back pay.

"Had the county waited one additional day ... to provide the 5.5 percent wage increase, the union would have been powerless to protest,"the mediator wrote.

Dummycrat Supervisor, and former union rep, Tom Hockensmith (pictured right) displayed his lack of intelligence when he said this about the ruling....

"Frankly, I believed we had done everything we said we were going to do. I was shocked when I read the ruling".

This total disregard of their fiduciary responsibility is compounded by the recent spotlighting of their lack of oversight in how they dole out grants.

Any organization that wants a grant or a loan is not required to explain why the cash was needed, account for how it was spent or provide a financial statement to the county.

It should come as no surprise that Dummycrat John Mauro(pictured left) is a Supervisor and served on the board of CIETC! Both Mauro and Hockensmith voted to give CIETC $750,000 between 2003 and 2005. Mauro has admitted that he "wasn't paying attention" to that agencies finances.

My guess is that Michael Kiernan was referring to Tom Vilsack when he proclaimed, "Maybe it’s time to get a first-round draft pick" to take on Senator Charles Grassley.

I think the Dummycrats feel they may be royally screwed by the floundering Big Lug Nut and they need someone at the top of the ticket to help him out and the downstream ballot Ds.

It wouldn't be unusual to have turnover that quickly in the Cabinet and I'm sure the White House would be very supportive of their onetime Agriculture Secretary by having the President here campaigning.

CommieTommie, pictured with CIETC's Ramona Cunningham (whom he never met), responded with his usual lies in his press release regarding President Bush's veto of the so called Stem Cell Research Enhancement Act.

"...there is no alternative to the promise offered by embryonic stem cell research."

No substitute? No alternative?

Dr. Mary Davenport, obstetrician-gynecologist, and a fellow of the American College of Obstetrics and Gynecology said last fall...

The plain fact is that embryonic stem cell research is proving to be a bust. There are currently 72 therapies showing human benefits using adult stem cells and zero using embryonic stem cells.

The fact is that adult stem cells have already produced remarkable cures, whereas embryonic stem cells have failed.

What I wrote after the last veto still stands...

George Bush is the first president to approve federal funding for stem cell research. There are lines of stem cells now available. There is no ban, President Bush vetoed expanding federal funding of embryonic stem cell research. If embryonic stem cell research was so promising it would attract private investment, like Adult stem cell research.

The only fools, Senator, are the ones who keep voting for you and the scientific community is united in that fact.

On Friday CommieTommie Harkin told the Ragister...

The U.S. Senate probably will vote next week to tell President Bush it disagrees with his addition of troops to Iraq...

The Iowa Democrat said he would prefer a stronger resolution than the one offered by Sen. John Warner, R-Va.

But Harkin noted that under Senate rules, controversial measures need to attract 60 votes to cut off debate.

"This might be the best we can hope for," he said during a meeting with Des Moines Register editors and reporters.

Senate votes not to debate Iraq proposal

A bipartisan resolution repudiating President George W. Bush's decision to send 21,500 more troops to Iraq failed to advance in the U.S. Senate on Monday, dealing a serious setback to critics of the war.The resolution needed 60 votes before the 100-member Senate could begin debate, but it got 49, with 47 voting against.

How can that be?

CommieTommie told us it would pass and that it didn't need 60 votes for cloture because it wasn't controversial!

As a member of the majority party, isn't CommieTommie in tune with Washington?

Here's the biggest bs that came from his Ragister interview...

Like all of Iowa's members of Congress, Harkin voted in 2002 to give Bush the authority to go to war with Iraq...

Harkin said he thought Bush would use the authority as a threat to force Iraqi dictator Saddam Hussein into allowing arms inspectors to re-enter Iraq. Instead, the president rushed into an invasion, Harkin said.

The idiot Iowans who vote for you might believe your revisionist history, but you demean those of us that use our heads as something other than a place to put a hat!

Foolish Destiny

In three weeks voters in three Central Iowa counties (Dallas, Polk and Warren) will go to the polls to vote whether to increase their taxes.

Let me be clear...

Anyone who ever votes to raise their own taxes is an IDIOT and the scientific community is united in that fact!

Actually let me change that from idiot to Moroff.

Because they're more off than on in their thinking!

If you have too much money in your bank account, there's nothing stopping you from paying more now!

The powers that be think they can pass this off as property tax relief, but their literature deliberately leaves out that this actually is an increase in taxes.

As I mentioned last year...

According to the City of Des Moines' finance department, the owner of a $100,000 home would save about $84 a year.

However, that same person would pay $160 in higher sales taxes. That's according to the Iowa Department of Revenue and Finance.

For those that can't do the math....You LOSE!

The Destiny backers have also been deceptive in their promotion by not disclosing that a "resident", who is quoted, happens to be on the board of directors of one of the project's sponsors (a group that has pushed for tax increases since its formation in 2003).

The Ragister today features an 82 year old woman who supposedly said... "I'm voting 'YES' to Destiny so I can pay lower property taxes."

The woman now denies those are her words and she doesn't own property!

This measure was originally supposed to be on the ballot last November, but was pulled because of the fallout from the tax dollars that were wasted at CIETC, now they're wasting tax dollars on a special election.

It's no mere coincidence that it was put on the ballot in July.

The people that back this can't and shouldn't be trusted.

Wasting money is nothing new to the Board of Supervisors as in the past they've doled out:

$750,000 to CIETC.

$382,600 because of the Supervisors greed.

$20,000 grant that paid parents $95 to get involved in their child's education.

Such fiduciary responsibility led to a rise in property assessments ranging from 6.9% to 9.2%.

If I were a Polk County taxpayer, I'd want a mulligan on the last election.

Archie Brooks, of CIETC fame, is scheduled to be sentenced for his role in that fiasco.

Brooks has asked for leniency and believes the "extraordinary collateral consequences" of his prosecution is a reason to go easy on him.

The Ragister reported today the HAWK-I program misspent $6.7 Million dollars and will have to repay at least $3.5 Million to the federal government.

The new Governor(Chester) no different from the old Governor (the pickle), campaigned on....

• Insuring all of Iowa's children by making sure all those eligible for Medicaid and Hawk-I are enrolled
• Extending Hawk-I to cover parents as well as children up to 200% of the Federal Poverty Level, for those without employer-provided coverage.
• Allowing all Iowa parents to buy Hawk-I coverage for their kids, with a sliding premium based on income.

We're told "it's an excellent program" and it may be, but wasn't CIETC too?

Taxpayers are on the hook there for over $1.5 Million to the feds as well!

Just for spite, The Board of Regents has sought fit to waste over $200,000 in a fiasco to find a new President at the University of Iowa!

Dummycrats, finding new ways to put it to the taxpayer everyday!

Ako Abdul-Samad held a Dummycrat political rally yesterday, loosely disguised as a Creative Visions press conference. The idea was to save his $70,000 a year salary and his campaign for the House in District 666.

State Senator Jack Hatch and outgoing Representative Ed Fallon were in attendance.

Just as with CIETC, the Dummycrats are trying to sweep this misuse and abuse of taxpayers money under the proverbial rug.

A City of Des Moines audit, details released this week, showed that over the past two years Creative Visions cannot provide files for "clients' they've "helped".

A former employee, turned whistleblower, has said Creative Visions has provided false files ove the past years.

This week the City of Des Moines froze federal funds, they administer, to Creative Visions...TWO YEARS TOO LATE!

Quite probably only because the information made it's way to the public.

At his political rally, Ako(left) produced files that he said were the ones in question. Ako new Monday this story would be coming out and when questioned by the media, he plugged his Friday presser.
